A Scandal that Does not Find an End

Despite a judge's decision to drop the case of the investigation of the riders implicated in a Spanish doping probe, cycling vowed to pursue its investigation of riders. UCI has always firmly stated that they want to take this story to an end and so they are going to continue the investigation.

The "Operation Puerto" investigation was dropped without issuing any indictments. They said blood doping had taken place, but there were no laws in place at the time to charge anyone involved. The decision can still be appealed by Spanish authorities.
If there is no appeal from any of the parties, the UCI hopes to use the evidence gathered in the Spanish investigation for its own disciplinary procedures. The only thing that could happen is that the Spanish judge could decide to give the UCI a limited access, but definitely they will ask for as much information as they can.
The Spanish probe implicated more than 50 cyclists and led to pre-race favorites Jan Ullrich and Ivan Basso and seven others riders being excluded from last year's Tour de France. The allegations also forced two teams to dissolve when their sponsors backed out, and tainted the reputations of dozens of riders.

Although the practice of blood doping did take place, there was no evidence it harmed the riders' health. That is the requirement under previous Spanish legislation for charges to be filed.
